Charlene Phelps, 

Program Manager

Charlene Phelps joined Trenton Health Team in February 2021 as a Project Manager.

Prior to joining THT, Charlene worked six years as a Network Operations Representative for Horizon Blue Cross Blue Shield of New Jersey. At Horizon, Charlene was responsible for both voluntary and involuntary terminations of physicians. She also handled member complaints, contract management, ongoing monitoring of provider licenses and credentials, re-credentialing non-responders, and initial credentialing files.

Charlene is excited to be at THT because she has a passion for helping people achieve their goals of becoming healthy and whole.

Charlene was born and raised in Trenton, NJ. She enjoys basketball, going to the movies and hanging out with family and friends. She has strong ties to the Trenton community, having worked on several mayoral campaigns and growing up playing sports and volunteering with several local organizations.

Charlene obtained a Bachelor of Science Degree (Cum Laude) in Business Administration and Management from Chestnut Hill College in Philadelphia, PA. Charlene also obtained an Associate of Arts Degree in Liberal Arts from Mercer County Community College in 2010.
